Get Quicktime PRO.
Get Photoshop.
Download a video (from youtube or other sources).

Step by step (it's easier than you think)
1. Open the video with QuicktimePRO. Convert it to .mov if you need (Quicktime format).
2. Above the loading bar in Quicktime there are two tiny arrows: move them to left/right to make the selection you need (usually 10 seconds or less, or your userbars will be too large to upload). When you've done trimming, press CTRL+C to "copy" the cut.
3. In the menu option select "New player", a new QT window will appear: press CTRL+V to paste the video in there.

If you like the frames, save it in a folder you like.

1. In Photoshop open the video file you previously saved. You get a black screen, no problem. If you want to check how it looks open the animation window (from the "windows" menu in photoshop) and press play in the animation timeline.
2. Cut, crop, resize it how you like (When a pop-up message appears, select "convert" - now your video layer is a 'smart object').
3. Drag the layer on your userbar template (if you use one, or create a new layer 350*19), add text, images, whetever you want.
4. Save "for web and devices", select looping options "forever" and not once (default). It's done!

If your file is bigger than 200kb:
Reduce the animation frames per seconds
(You can access this option in the animation timeline windows, click on the tiny icon on the top right -> documents settings -> 30 fps is default, try untill it's fine)
Reduce colors
(While saving for web and devices, select 128 instead of 256)

Made it in a hurry, hope you understand.
PM me if you need help.
