is there any chance you could change the maximum file size to 250 kb to allow us to upload video userbars ?
i've just made a portal 2 one which is 271 kb and looks ok when changed to 250,but 200 and the quality is gone.

Can you try this tool: smush.it
It should reduce the filesize without quality loss.

The 200kb limit is there because if we increase the max filesize, the userbar pages will load slower. For example if you look at the video userbars section: 200kb x 10 userbars = 2MB (only for the userbars), and this is already a lot to download
